Session context: Throughout the COVID-19 pandemic, local procurement and manufacturing has become an answer to many global supply chain failures among the NGO community. Research has highlighted where a shift from international supply practices to local manufacturing and procurement options have been successful, even if for a finite period of time. An LPLP commissioned report looked directly at examples of these changes in practice and what made them possible. Research also continues to demonstrate however, that many obstacles to local procurement still remain, and where the barriers lie in continuing and expanding this shift in practice more widely and into the longer term.

  • Short presentation: local supply chain during Covid-19 research report published through the Royal Academy of Engineering (Claire Travers / Anna Lowe)

  • Discussion: what “local” humanitarian procurement means to INGOs, UN agencies and donors, and how procurement compliance and quality standards could be reassessed so that local sourcing can be continued and made more viable in the longer term.
